Rome, 23 November 1929

The Secretary of State informed me to day that Monsignor Paschal Robinson has been appointed Nuncio. I am to ask you for agrément with all convenient speed. It is the wish of the authorities here that publication should follow the receipt of the agrément. I would suggest that any previous reference in the Press should be in very general terms. In my personal opinion the appointment is satisfactory. I am writing my reasons in full. The Archbishop of Armagh is to be appointed Cardinal.
