Dear Prime Minister,

1. He had conveyed Mr. McGilligan's message to the President, who had seen Lord Granard and informed him that he was very reluctant to interfere with Mr. McGilligan, and that, if he did interfere, it would only be to stiffen the hands of the latter; that members of the Council at home held very strong views.

2. Lord Granard had to reply to Lord Sankey and would we suggest a formula for reply.

3. I undertook to report and get a wire issued on 7th in the morning; but that, as I understood it, the main thing was that the President should make it clear to Lord Granard that he would only interfere to stiffen delegates here.
