Sir,

I have the honour to refer to the statement made on behalf of the Government of the Irish Free State at the Imperial Conference, 1930, regarding the use of seals on documents which are signed by His Majesty in respect of the Irish Free State.

2. His Majesty's Government in the Irish Free State have given careful consideration to this question, and have decided that all documents signed by His Majesty in respect of the Irish Free State and which were formerly sealed with the Great Seal of the United Kingdom should henceforth be sealed with the Great Seal of the Irish Free State, and should be presented to His Majesty, together with a formal letter advising signature in respect of the Irish Free State.

3. I have, accordingly, the honour to state, for the information of His Majesty's Government in the United Kingdom, that the Instrument of Ratification of the Treaty of Commerce and Navigation between the Irish Free State and Portugal, together with a letter advising His Majesty to sign the said Instrument in respect of the Irish Free State, have been transmitted to the High Commissioner in London for presentation to the King.

4. The Instrument of Ratification has been sealed with the Great Seal of the Irish Free State.
