We feel that everything possible already done in regard to Chief Justice and that no possibility of success on that line. Settlement so urgent we think we ought proceed with your second proposal immediately. We suggest however that instead of appointment our friend1 as Governor General he be appointed as the person in whom the powers and authorities vest. Thus we avoid the continuance of office of Governor General and secure time to consider more lasting settlement. On receipt your consent I propose send Secretary2 to London with submission tomorrow evening.
