I beg to state that Professor Ernst Schultze, Director of the Weltwirtschafts-Institut of the Handels-Hochschule, Leipzig, called here some days ago. Professor Schultze is the author of a book entitled 'Irland' published in 1917 and dealing with the history of Ireland up to that time. Professor Schultze has also written a number of books on other subjects including lately two volumes on Japan as a power in world industry. He was formerly a member of the Deutsch-Irische Gesellschaft in Berlin, and published various controversial works during the war, mostly against England. He informed me that he would like to continue his studies of Irish affairs from the end of the war onwards, but that he was not able to find any periodical publication which would keep him up to date. He did not wish to read a daily paper, but asked if the Irish Government did not do as many other smaller states do, namely, publish a monthly propagandist organ at Geneva. I said that this had not been done. He expressed his desire to further the cultural relations between Ireland and Germany and mentioned among other things that he had invited Professor Busteed¹ to take part in a coming conference under the auspices of the Handels-Hochschule in Leipzig. He hinted that he would be more than pleased to accept an invitation to lecture under the auspices of an Irish university. I promised to convey his opinions to the Department for their consideration.
