enclosing a memorandum on non-intervention in Spain

I am directed to send you herewith 15 copies of a memorandum1 on the questions for decision in relation to the Non-Intervention Agreement in Spain. A decision is urgently required on (1) the Saorstát's attitude towards participation in the scheme for supervision over the land and sea frontiers of Spain and the Spanish dependencies and (2) on the question of the extension of the prohibition regarding the import of arms and war material to the categories set out in the accompanying memorandum.

I am to request that you may be good enough to bring this matter before the Executive Council at its next meeting.
