Ireland's Adherence to International Unions

With reference to your letter of 31st ult.1, I am in general agreement with your recommendation as outlined. It strikes me, however, that it would probably be a wiser procedure, to refrain altogether from making such application until we were in a stable position.

If however, application has to be made I suggest that you should make certain that our procedure is all right before any step is taken in the matter. It would not do to make application in the manner you recommend, and then find we were wrong on some technicality. You will understand what I mean, so I need say no more.
