You should send regular telegraphic reports on general outlook as seen from your post including reports on your conversations with Swiss Ministers and officials and general impression in Switzerland on progress and probable outcome of war. In particular, report fully all infringements of Swiss neutrality by air or otherwise stating actions taken by Swiss Government and reply made by offending belligerent. Wire short summary of measures taken in connection with flights over Switzerland at night.
