BERLIN, 17 March 1943

Now that German Army has recovered after crisis in East, and winter is over, one can form some general opinion. I should say –

  1. People are losing faith in total victory, and many are pessimistic. There is growing feeling no European country can win and that only America can gain;
  2. Despite changed note in public opinion Germans are determined to do all in their power to avoid defeat. They feel more than match for British or American Armies; they fear Russians only because of masses which they have at their disposal;
  3. Air raids are having psychological effect, as they are really devastating. In the last raid on Berlin, many thousands of families were left homeless;
  4. Anti-Bolshevik propaganda very successful. Continental countries have much clearer idea of what Bolshevism means than British or American.
