DUBLIN, 10 March 1944

American Minister informed us late this evening that American Government proposed to publish text of their own Note without publishing text of our reply and that they merely intended to add that their request was refused. Shortly afterwards, newspapers here began to receive text of American Note from Washington. Protest against this extraordinary procedure. We are of course now issuing text of our own Note here. Inform State Department of this, adding that you propose issue text of Irish reply to Press in Washington also. Then issue text of our note to Press at once.

Inform Ottawa and send them texts if necessary.
