No. 228 NAI DFA 417/33 Part 2

Dearg code telegram from John J. Hearne to Frederick H. Boland (Dublin)
(No. 304)

New York, 17 November 1946

Precise position today is as follows: Divided opinion as to whether applications for membership referred back to Council should be dealt with present session. Pretoria view is that they will be postponed. Canadian Minister for External Affairs, however, thinks there is some prospect our being elected this session. He says Russia holding out so far against us to [word missing] precedent that applicants can be rejected by veto alone. Canvass now being made to secure postponement in order to let Council cool off. Hasluck1 wants to see us elected as soon as we desire and I am to see him early this week again. Cadogan2 feels no further elections this session, indecisive. Seeing others on Council. Attending Assembly as member of public. Thanking Canadian Ambassador, Moscow, and Mrs. Pandit for their speeches. Further message later.

1 Paul Hasluck (1905-93), Australian historian, civil servant and later Liberal politician, joined the Department of External Affairs in 1941 and served on Australian delegations to international conferences.

2 Sir Alexander Cadogan (1884-1968), British civil servant, Permanent Under-Secretary for Foreign Affairs (1938-46).
