'Summary of the results of the Paris Conference'By Valentin Iremonger

Dublin, 20 November 1948

  1. The Summary of the results of the Paris conference in respect of the matters covered in the Summary coincide with the recollections of the Irish Minister.
  2. As Mr. MacBride indicated, it was the intention of the Irish Government, irrespective of the repeal of the External Relations Act, to proceed with the adjustments referred to in paragraphs 3 and 4 of the Summary following upon the grant of rights to Irish citizens under the British Nationality Act, 1948, and the corresponding legislation in other Commonwealth countries.
  3. While the Irish Government agrees entirely with paragraph 1 of the Summary, in relation to paragraph 2 it is hoped that, while making it clear that the Commonwealth countries do not, and will not, treat Ireland as a 'foreign' country and vice versa, nothing will be said by the Commonwealth Governments which would tend to create controversy as to Ireland's position after the repeal of the Act. It will be recalled that there was general agreement that Ireland would not in future be described as a member of the Commonwealth.
  4. Subject to the foregoing observations the Irish Government will go forward on the basis outlined in the Summary.
