Extract from the minutes of a meeting of the Cabinet
'Organisation for European Economic Co-operation: Programme for liberalisation of trade'
(GC 5/243) (Item 6) (S14638J)

Dublin, 2 March 1951

Following consideration of a memorandum dated the 24th February, 1951,1 submitted by the Minister for External Affairs relative to the programme of the Organization for European Economic Co-operation for the liberalisation of trade, it was decided

  1. to approve the submission to the Organization for European Economic Co-operation of a list of items sufficient to bring up to 75% Ireland's liberalisation of total imports on private account from other countries parties to the Convention for European Economic Co-operation;
  2. that the level of 75% should be attained in the group comprising food and feeding stuffs, as well as in the groups comprising raw materials and manufactured goods; and
  3. to approve the adoption by Ireland of the policy, via-à-vis the Organisation for European Economic Co-operation, that the question of raising the level of liberalisation above 75% can be considered only after equalisation of performance over the whole field of trade has been effected by the countries generally that are parties to the Convention and after practices such as dual-pricing have been abandoned.
