Following consideration of a memorandum dated the 17th December, 1951,1 submitted by the Minister for External Affairs on the subject of a communication made to him on the 7th December, 1951, by the American Ambassador in Dublin regarding the Economic Co-operation Agreement between Ireland and the United States of America which was signed on the 28th June, 1948, and the enactment by the Congress of the United States of the Mutual Security Act of 1951, it was decided that a communication should be made by the Minister to the Ambassador on lines which were suggested by the Minister and that the terms of the communication should be finally settled by the Taoiseach, the Tánaiste and the Minister for External Affairs.

The international network of Editors of Diplomatic Documents was founded in 1988. Delegations from different parts of the world met for the first time in London in 1989.
