Saorstát has already expressed view in despatches to London. Solidarity most effectively manifested through separate spokesmen. Our special interests home and United States make it essential you should speak for Saorstát following lines regret agreement satisfactory to both sides not considered possible and hope another opportunity will soon arise for agreement leading through limitation to eventual disarmament. Saorstát representative alone can speak for Saorstát. Late minister2 made this perfectly clear to British delegation. Urge Canada, South Africa adopt same attitude.
