Please tell Cardinal impossible for Government to accept Apostolic Delegate in lieu of a Nuncio. Ad hoc diplomatic character presumably to be given Delegate would not be understood, and would in any case be regarded as a slight to the Government. Urge as strongly as possible definite and early appointment of the Nuncio. Express Government's disappointment at the extraordinary delay. Request definite assurance as to status of Representative.
