The1 President said: 'It is the present intention of my colleagues and myself not to disturb you once you have got to Rome. As soon as you go there I want you to begin at once to act as if you were Minister. Your chief task will be to establish good relations with the Irish clergy in Rome, to reconcile them to the existence of the Legation there, and to make the Legation a unifying influence among them.' He also told me that, in his opinion, Rome was the most important of all the Legations. [matter omitted]
