WASHINGTON, 20 February 1941

Your telegram 411 (1) Generally present attitude of press while not friendly is grudgingly understanding (2) most centres fairly satisfactory notably New England, New York, Washington, Chicago, North Western States and California (3) Philadelphia not so good: people there as in New York and Washington already war minded and this has numbing effect on friends (4) In all places East we are hampered by fact that naturally supporters are tied to Administration through jobs or political affiliation and that wealthy sup- porters are holding aloof fearing consequences of commitments should America go to war. For this reason Neutrality Committee is weak and is constantly running short of funds.

Staff though hard pressed can manage but we badly need reliable contact man who could move around. Seán Nunan2 would be Godsend: could you send him by Clipper or American Export line sailing regularly from Lisbon.
