A few days ago Mr. Charles Bewley applied at the Legation for a new passport which was issued. It would appear that the old passport No. C3787 which is enclosed herewith was abusively changed into a 'Passport Diplomatique' after it had been issued to him in Berlin on 1st August, 1939.
It is believed that Mr. Bewley visited Germany frequently after 1941. As there was no more room for visas on his passport he probably benefitted by the special German pass which was only granted to persons high in favour by the Reich authorities.
