Following consideration of a memorandum dated the 12th October, 1949, submitted by the Taoiseach,1 a memorandum dated the 17th October, 1949, submitted by the Minister for Industry and Commerce,2 and a memorandum dated the 17th October, 1949, submitted by the Minister for Justice,3 relative to the Estonian and other refugees who have arrived at Cork on the m.v. 'Victory', it was decided to refer the question of the action that should be taken to a Cabinet Committee comprising the Ministers for External Affairs, Justice, Defence and Industry and Commerce, for consideration and for a report to the Government.

The international network of Editors of Diplomatic Documents was founded in 1988. Delegations from different parts of the world met for the first time in London in 1989.
