I mentioned this matter of a proposed Irish Chairmanship in the WMO1 to the Minister and explained the attraction in principle and the possible difficulties in practice of having Mr. Guerrini2 accept it. The Minister read the ‘sample’ letter across and agreed that the offer could be accepted on the basis that if Ireland wants to remain in an ‘ivory tower’ in respect of the USSR and satellites, she should withdraw altogether from international organisations where these States are represented.
