Extracts from a minute from J.W. Lennon to John A. Belton (Dublin)

It would seem from Press reports and other information available that a decision by the United Nations Organisation to admit the 18 applicants currently under consideration is likely within a few days. Consequently we will probably find ourselves elected to the Organisation within the next week. I think it would be desirable that we should be ready to take, immediately on admission, the different steps necessary to enable us to play our part in the activities of the Organisation.

(3) Visit to New York by our Minister

The decision on membership is likely just before the current General Assembly disperses, and if the Minister visited New York immediately on our election, he would likely find a deserted village in UN terms. A visit is not mandatory, and having regard to the length of time our membership application has been pending, might even be undesirable. Consequently I would not recommend any such visit, and would leave it to the permanent representative to advise on the timing of the visit.
