No doubt I should have reported this matter earlier but it did not seem important. When Mr. Andrei A. Gromyko1 became Soviet Ambassador here in October 1943 he did not send me the usual notification that he had presented his credentials. Therefore, I did not call on him nor he on me.
I had called on his two predecessors and had had my calls returned.
